The list of Michigan school districts hit hardest by school choice includes some of the largest urban systems — Detroit, Flint, Grand Rapids, Lansing, Saginaw, Jackson, Muskegon, Pontiac and Southfield, according to an MLive analysis of state data.
About 60% of Michigan’s traditional public school systems had a net loss in 2018-19 enrollment through school choice and other programs allowing students to cross district lines.
Below is a list of the 69 Michigan school districts have lost at least 25% of their resident students to charter schools or other districts.

The analysis does not include private-school students, and the list below does not include districts with fewer than 100 students. All the numbers cited are for full-time-equivalent students.

1. Ionia Township School District (Ionia County): 8%
